Green Day has performed on the Letterman show a countless number of times promoting songs from every album since Dookie. This performance comes from when the band was promoting their second major label album, Insomniac, in 1995.
There is a running joke between Tre Cool and David Letterman is at the end of each performance on the show Tre does something a little out of the ordinary. You can see some of Tre's crazy antics on the show in this video.
