Way back in 2012 Green Day announced they were making a documentary about the pre-Dookie days. Two years ago they started asking for archival videos people might have from those days and announced the documentary would be geared more about the Gilman scene as a whole, rather than just Green Day.

The film will be titled Turn It Around: The Story of East Bay Punk and will be released in 2017. A flurry of articles came out within the last week about the release, with Altpress.com posting the following:
Due out in 2017, Green Day will be producing a new documentary that focuses on the early East Bay punk scene that they came from. Turn It Around: The Story of East Bay Punk will feature footage from hundreds of shows, thousands of photos and, of course, interviews with musicians who played a pivotal role in creating the punk scene.

Iggy Pop will narrate the movie while Green Day and their manager, Pat Magnarella, will be executive producers.

The movie's official site states the film will have appearances by Green Day, Rancid, NOFX's Fat Mike, AFI's Davey Havok, Dead Kennedys' Jello Biafra and East Bay Ray, plus tons more.
Trainwreck'd Society also did an interview with the director Corbett Redford.

The film has been a wild three year ride. I turned 40 and had my first kid during the course of it all. We’re done with the edit and I am just finalizing the mountains of release forms – the last stage, as they say. We conducted over 150 interviews, gathered over 35,000 photos & fliers, and over 500 pieces of archival footage. The film is a beast – I hope people dig it when it is out. No exact release date yet, but shooting for somewhere around the beginning of 2017.

Billie Joe shared his excitement about the film on Instagram

Green Day was asked about the documentary in this interview with KROQ
It's about the Gilman St. scene in the late [80s] and early 90's. How suburban and ragtag kids got together, their bands, and played in back yards and played at Gliman street. It's really good. My friend Corbett Redford is the director of it and he did an amazing job. It's not a Green Day documentary. It's a documentary about the scene we come from. But in turn, you're going to know more about Green Day from watching other people's stories about their own lives. These are the people who were around us. It's beautiful.
